This project consists of Phase 1 - Preconstruction Services for the New 2-Story Classroom Building and Existing Kitchen Expansion at Sky View Elementary School in the Perris Elementary School District. This project is inclusive of: Demolition & Grading, Concrete, Framing, Roofing, Interior Finishes, Exterior Finishes, Asphalt, Shade Structures, Concrete Seat Walls, Revitalized Hardcourt Area, Landscape & Irrigation systems, Low Voltage, Mechanical / Electrical / Plumbing systems, Accessibility (ADA) Upgrades, Photovoltaic Panels, and New Fencing & Gates. |

A Notice Inviting Bids was publicly advertised on January 24, 2025, and the District received (6) six responsive bids. On Wednesday, March 5, 2025, the Perris Elementary School District Staff Team, consisting of (2) Perris ESD Staff Members, (2) Construction Management Team Members, and (1) Architect Team Member, reviewed the submitted LLB Proposals for Responsiveness and Best Value. The LLB Proposal responses and Preconstruction Services Fees received were as follows:

Erickson-Hall of Escondido, CA $55,000
Icon West of Los Angeles, CA $75,000
Miller Construction of Rancho Cucamonga, CA $65,000
Nielsen California Construction of San Diego, CA $150,000
PCN3 of Los Alamitos, CA $720,000
An analysis of the LLB RFQ/P Responses received and interviews held indicates that Balfour Beatty of Riverside, CA is the most Responsive and Best Value proposer.
